Tsukada Satoru (塚田 理) is a new character who appeared in Tokihogushi-hen and Miotsukushi-hen of Higurashi no Naku Koro ni Kizuna. He is Deputy Secretary of the Minister of Health department. He used to be Minai Tomoe's high school senior, and rumor has it that they used to date in their time in high school but broke up.

Satoru has brown hair and a blue suit.
