</PRE> </noinclude> Harayama is the welfare policy chief secretary from the Child Welfare Office. He first appears in Minagoroshi-hen when the Club and the other protesters try to save Satoko from her uncle. He reprises his role in Tataridamashi-hen and Tatariakashi-hen.
He rather embodies the bureaucrat that can effectively oppose anything with polite rhetoric. In this way, he begins as sort of a villain. He appears for the first time when he meets the Club with his colleague to discuss Satoko's problems. He opposes their pleas with polite bureaucratic double-speak. After Keiichi recruits a lot more people, he agrees to a second meeting with Keiichi, Irie and Rika in which he similarly buries their arguments.
After a call from Aida, a man from the social development department, to the Welfare Policy Director to tell him that the District Council now backs the protesters, Harayama stays with the Director in his office and calmly observes the escalation outside the building. When Saburō and the attorney uncle of Mion and Shion arrive, he informs the Director that two Sonozaki members of the Municipal and Prefectoral Assemblies are coming to them.
He changes when the mayor, on behalf of Akane and Oryō, calls the Director to take action. He joins the Director to publicly apologize to the gathered protesters. He then uses his same tactics effectively against Teppei on the phone. Teppei does not want Satoko to talk to anyone; however, he soon realizes that Harayama has verbally trapped him to either let her speak or he will admit he is breaking the law and allow Child Welfare to intervene. After talking to her, he allows Keiichi and Rika talk to encourage her to respond truthfully, and he then gets Satoko to shout "Help me," which allows the police to immediately intervene.
